The purpose of the research is the formation of innovative strategy of development of integration in the Union state as a basis for achieving the equilibrium state and the formation of a holistic understanding of the integration mechanism. The basis for equal partnership is an innovative mechanisms. In their study, we define such mechanisms on the basis of energy cooperation. Methods of research are forms and methods of formation of innovative system based on energy cooperation The result of the study is that the energy factor has always played and continues to play an important role in the world of international politics. Relations scheme "supplier-transit country-the ultimate consumer" has created a complex fabric of inter-state interactions that goes far beyond energy cooperation. Russia and Belarus was no exception. Energy, supply and transit of energy resources are the Central theme of the bilateral relations and the key issue on the agenda for all the countries of the former Soviet Union.
